Adds CacheMessageToDisk/RecoverMessageFromDisk - when a message exceeds retry_limit, it's appended to cache_file (config: cache_file, cache_recover_per_cycle, cache_max_size_bytes to cap size) instead of being thrown away. Recovered opportunistically once nothing live is waiting to send. Empty cache_file (default) keeps the old drop+log behaviour.
