This PR introduces v2.7.0 of the TidyFactor Skill Architect, codifying the Universal 6-Axis Periodic Skill Review Protocol (نمط المراجعة الدوري للمهارات) across all AI Coding Agent Skills in the ecosystem.

   • Axis 4 (Tooling): Zero Runtime Crash native tooling, AST docblock scraping, and fail-open MCP boundaries.
   • Axis 5 (Governance): Atomic SemVer sync, Keep a Changelog SSOT, secret scanning, direct technical tone.
   • Axis 6 (Assets & Hygiene): SHA-256 duplicate elimination, orphan asset purging, and WebP format optimization.
3. 100-Point Audit Rubric & Remediation Matrix (
   eferences/memory/periodic-review-matrix.md):
   • Standardized scoring rubric with Grade A/B/C thresholds and mechanical corrective actions.
4. Specification & Governance Expansion (
   eferences/memory/spec.md):
   • Codified the periodic review protocol into the master specification.
5. Atomic SemVer Synchronization (v2.7.0):
   • Synchronized across \package.json, .tidyfactor, \�rand.yaml, \�rand.json, \README.md, \README.ar.md, and \CHANGELOG.md.
