After every successful Vercel Production deploy, hit /api/health on the exact deployment URL. Fails the commit status if the route doesn't return 200 in 3 attempts. /api/health was added in PR #30 with the atlas-standard contract, so this workflow has something real to probe.

Adds the post-deploy smoke workflow from the pixel-wand monorepo. After each successful Vercel Production deploy, hit /api/health on the exact deployment URL (via deployment_status.environment_url, no hardcoded domain) and fail the commit status if it doesn't return 200 within 3 retries. /api/health was added in #30 with the atlas-standard contract.
