When no ids to query are configured, uses the previously unused
Allfetch mode. Requires implementation on the storage servers (when used without, it will just return nothing).This should fix most of the problems customers have with quota configuration and the storage server patch also improves performance significantly.
#72 might not be necessary in this form anymore. Maybe with an only slightly increased timeout.
