Combines the compatible updates from #12 and #13 into one protected-branch-compatible change. Updates setup-php to 2.37.2 and setup-node to 7.0.0 using pinned SHAs. Also ignores PHPUnit major updates while TeamVault supports PHP versions below 8.4, because PHPUnit 13 requires PHP 8.4.1 or newer. Supersedes #11, #12, and #13.
