docs: refresh ROADMAP to v1.119.1 (81 modules, 201 actions)#57

The roadmap was stale at v1.107.0 / 77 modules, predating the entire v1.109 -> v1.119 feature arc. Bring it current: - Recently shipped: summarize the 11-release arc (8 module additions + 3 new modules 78-CertificateAudit / 79-DFS / 80-RemoteDesktopServices) and the v1.119.1 CI maintenance. - New "Deferred" section: items prototyped/scoped then held back for correctness/safety -- RDP cert rotation (lock-out risk), RDS session-collection deploy + CAL activation (heavy/GUI-sensitive), diskspd benchmarking (operator-provided binary), WinRM listener cert rotation -- each with what would unblock it. - Mark GPO backup/restore/drift done (built in module 71); resolve the stale self-contradiction that listed it as both shipped and planned. - Add Server Core <-> Desktop conversion under "not on the roadmap" (dropped: 2019+ removed in-place conversion). - Refresh counts (77->81 modules, 4,990->5,167 tests, 1.100.x->1.119.x) and the windows-2025/VS2026 follow-up note. GOVERNANCE.md already updated to windows-2025 in v1.119.1; included here for the doc set. Docs-only; no version bump. Doc-freshness guard (which scans ROADMAP.md) green at 201 actions; 5167 tests pass.
