Set modelOptions: { fallbacks: 'default' } on a Claude 5 model. A request that a safety classifier declines gets an answer from another Claude model in the same call. If no model answers, the run ends with finishReason: 'content_filter' and the refusal category on rawEvent.

🎯 Changes

  • fallbacks is a model option on claude-fable-5, claude-fable-5-1, claude-opus-5, claude-opus-5-5, and claude-sonnet-5-5. The type is the SDK BetaFallbacksParam. The adapter adds the server-side-fallback-2026-07-01 beta header.
  • stop_reason: "refusal" finishes with finishReason: 'content_filter' and rawEvent: stop_details. It is not a RUN_ERROR. A refusal is a 200 response.
  • A fallback content block starts a new text segment. Events after that block use to.model. RUN_STARTED and the first text segment stay on the model that declined.
  • Docs: a "Refusal fallback" section on the Anthropic adapter page, with the server call and the client onChunk sample. Changeset: @tanstack/ai-anthropic minor.

✅ Checklist

  • I have followed the steps in the Contributing guide.
  • I have tested code changes locally with pnpm run test:pr, or these tests do not apply to this pull request.
  • I fully understand the code in this pull request, including any code generated with AI assistance.
  • Docs: I updated docs/ for this change, or this change is not user-facing.
  • Changeset: I added a changeset (pnpm changeset), or this PR does not change a published package.

🚀 Release Impact

  • This change affects published code, and I have generated a changeset.
  • This change is docs/CI/dev-only (no release).

Testing

Commands run:

  • pnpm --filter @tanstack/ai-anthropic exec vitest run tests/refusal-fallback-wire.test.ts: 11 passed.
  • pnpm test:pr was not run on this rebase.

Manual test:

  1. Run cd packages/ai-anthropic && pnpm exec vitest run tests/refusal-fallback-wire.test.ts.
  2. Make sure that the 11 tests pass. They cover the request body, the beta header, a refusal that stands, a fallback answer, and a mid-output handoff ("Partial answer." and two text segments).
  3. Optional, with a real key: call chat() with anthropicText('claude-opus-5-5'), modelOptions: { fallbacks: 'default' }, and a prompt that the bio classifier declines. Expect text from the fallback model. If the category has no fallback model, expect finishReason: 'content_filter'.

How this PR makes testing easy:

  • packages/ai-anthropic/tests/refusal-fallback-wire.test.ts stubs fetch. It needs no key.
  • testing/e2e/tests/anthropic-refusal.spec.ts uses aimock with stop_reason: "refusal". aimock cannot send stop_details or a fallback block. The unit tests cover those.

Risk / rollback

  • A refusal used to finish with 'stop'. Code that checks finishReason === 'stop' for every finished run now sees 'content_filter' for a refusal. The changeset says this.
  • fallbacks is opt-in. A request without it is unchanged, except for that finish reason.
  • Fallback works on the Claude API. Vertex does not have it. The adapter does not send the fallback block back on the next turn.
  • Rollback: revert this PR.

Public API change

Before

chat({ adapter: anthropicText('claude-opus-5-5'), messages })
// RUN_FINISHED { finishReason: 'stop' }

After

chat({
  adapter: anthropicText('claude-opus-5-5'),
  messages,
  modelOptions: { fallbacks: 'default' },
})
// A fallback model answers, or:
// RUN_FINISHED { finishReason: 'content_filter', rawEvent: { type: 'refusal', category: 'bio' } }

Summary by CodeRabbit

  • New Features
    • Added support for Anthropic server-side refusal fallbacks, with a default option or an ordered list of up to three models.
    • Fallback responses report the model that served the output. Unhandled refusals finish with a content_filter result and expose refusal details.
  • Documentation
    • Added setup guidance, supported model details, limitations, and an example for displaying refusal information.

📝 Walkthrough

The Anthropic adapter now accepts server-side refusal fallback options, adds the required beta header, and updates stream model attribution and refusal completion metadata. Wire tests, an end-to-end route and test, documentation, and release notes cover the behavior.

Changes: Anthropic refusal fallback

Layer / File(s) Summary
Expose and send fallback options
packages/ai-anthropic/src/text/text-provider-options.ts, packages/ai-anthropic/src/model-meta.ts, packages/ai-anthropic/src/adapters/text.ts
The provider options expose fallbacks for the supported model metadata. Requests forward the option and add the fallback beta header when fallbacks is non-null.
Handle fallback and refusal stream events
packages/ai-anthropic/src/adapters/text.ts, packages/ai-anthropic/tests/refusal-fallback-wire.test.ts
Fallback blocks update the reported model and reset text-message tracking. Refusals produce a content_filter completion with stop details in rawEvent. Wire tests cover these events and request headers.
Verify and document refusal fallback behavior
testing/e2e/src/routes/api.anthropic-refusal.ts, testing/e2e/src/routeTree.gen.ts, testing/e2e/fixtures/refusal/basic.json, testing/e2e/tests/anthropic-refusal.spec.ts, docs/adapters/anthropic.md, .changeset/anthropic-refusal-fallback.md
The end-to-end route uses default fallbacks and reports the finish reason; the test checks for content_filter. The documentation and release notes describe configuration, stream results, and fallback limits.

…l with content_filter

Add the fallbacks model option on the Claude 5 models that support
Anthropic server-side fallback, and send the server-side-fallback beta
header with it. A refusal that no fallback model served now finishes
with finishReason content_filter and carries stop_details in rawEvent.
Text after a fallback block starts a new text segment.
message_start names the model that declined. After a fallback block,
take the serving model from its to.model so later events and
RUN_FINISHED name the model that answered.
The mid-output test now requires both sentences and two text segments.
fallbacks uses BetaFallbacksParam from the SDK.

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Preserve the fallback boundary for the next turn.

This branch reads the fallback block but emits no replayable representation of it. The assistant-history formatter therefore cannot put the block back in its original position. If a mid-output fallback has thinking blocks on both sides of that boundary, Anthropic rejects the next request when the block is omitted. Preserve the block and its order through stream storage and replay, or explicitly prevent replay of that unsupported history. (platform.claude.com)

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Read the finish reason from metadata.tanstack.

For the documented chat() stream, RUN_FINISHED carries the finish reason at chunk.metadata?.tanstack?.finishReason. The adjacent client example checks chunk.finishReason, so a refusal does not trigger the alert. Change the condition to read the metadata field. The supplied testing/e2e/src/routes/api.anthropic-refusal.ts handler uses that field too. (tanstack.com)

Give each text segment its own message identity.

After a mid-output handoff, this reset causes another TEXT_MESSAGE_START, but the next segment reuses messageId and the earlier segment’s accumulatedContent. Consumers receive two starts for one message ID, and the fallback segment’s content includes the declining model’s text. Assign a new message ID and reset segment content when you start the fallback text segment. Extend the wire test to check IDs and each segment’s content, not only event counts.

Findings

  • [nit] docs/adapters/anthropic.md:299 The docs say RUN_STARTED always names the model that declined. On a decline before any output, Anthropic's message_start already names the fallback model, and RUN_STARTED is emitted from that event.
  • [nit] testing/e2e/tests/anthropic-refusal.spec.ts:14 The route returns sawRunError, but the spec only checks finishReason.
  • [nit] packages/ai-anthropic/src/model-meta.ts:868 Vertex reuses CLAUDE_OPUS_5 and CLAUDE_FABLE_5, so anthropicVertexText still types fallbacks even though Vertex rejects the parameter.
