Adds a GitHub Actions workflow that invokes an org-wide reusable Gitleaks-based secret scan on pull requests and on pushes to key branches.
Changes:
- Introduces
.github/workflows/secret-scan.ymlto run secret scanning onpull_request. - Runs the same scan on
