[TASK] Add pre-commit configuration and track the workflow on main - #420

Adds the .pre-commit-config.yaml the other TYPO3 documentation manuals already use, so trailing whitespace and missing end-of-file newlines are caught before they reach a commit. Without it the scheduled workflow had nothing to apply. The workflow itself was pinned to 6cdf90e, which predates 559a564 in TYPO3-Documentation/.github. Most repositories in the organization already track main, so this brings it in line. Only the configuration is changed here; existing files are not reformatted.
