The 09-30 00:50Z cancel sweep incident (78 latest-head runs cancelled by an awk bug) led to the rule: prefer native workflow concurrency over sweeps (ops-ci RULES).

A new push to a PR now cancels that PR older in-progress run of this workflow. cancel-in-progress is true only for pull_request events; merge_group, push, tag, schedule and dispatch runs are never cancelled. No other behaviour changes.
