docs: AGENTS.md for agents working in jig

[Steel-tech]

Adds the root AGENTS.md: repo layout, the Go and UI check commands (just check / just test-race, npm run typecheck / test / build), and the rules CI enforces — committed web/dist, every UI import declared in web/package.json (the ~/node_modules fallback that hid #29's missing @types/node), the worker/control-plane boundary, save-time definition validation, and the parallel group's read-only members.

Docs only. Once #29 merges, add start to the CLI list.
