Gate Herdr 0.9.3 as a Conductor development candidate

Scope

• Preserve the exact Herdr 0.7.5/protocol 17 release path.
• Gate an unreleased 0.9.3/protocol 22 development path on a matching healthy server and required API schema.
• Add an opt-in isolated installed-action smoke; keep prior formal Stage 2 evidence definitions unchanged.

Verification

• npm run check: 546/546 tests passed; shell, Python, manifest, docs, and retained-evidence checks passed.
• Isolated 0.7.5 server accepted the retained version/protocol/schema gate.
• Isolated 0.9.3 server: all seven installed actions completed in a disposable repository, including exact-SHA validator harvest, refusal before an approval receipt, one local-ref CAS, apply replay, and two-pane stand-down/replay. Temporary plugin/profile/workspace state was removed; private synthetic artifacts were retained.

Review limits

• Development smoke uses synthetic local Pi sessions and unauthenticated worker assertions. No real Pi/model integration, formal release certification, or production migration.
• The pinned release remains 0.7.5. The default 0.8.2 server was not changed.
• Separate Browser real-browser integration passed 2/3 scenarios; its screencast delivered no image and fell back to polling. Do not infer suite-wide 0.9.3 support from this PR.
