Clarify project drafts and recover GitHub and image review

Project category drafts can look saved before the save action is used, failed GitHub connection reads have no retry, and screenshot review cannot be dismissed from its backdrop. Show pending category/tag changes clearly, pause edits while saving, recover GitHub reads with an explicit retry, and close screenshot review only for gestures that start and end outside the dialog. Keep it open during uploads and preserve focus return, drawing and image navigation.

Validation:

• All contributor quality-gate stages passed on Node 24, with the test stage bounded to two workers: 511 passed, 39 conditional skips.
• All 8 image-review browser tests passed, including backdrop/padding/drag behavior, mobile Escape, focus return, save failure and dismissal protection during uploads.
• GitHub Apps browser acceptance passed, including maintainer category save/reopen/filter, save protection, non-JSON failure/retry, no-App state, owner permissions and synthetic desktop/mobile screenshots.
• Reviewed desktop/mobile images; Impeccable detector returned no findings.

Required CI and deployment remain pending. The changes recover UI failures; they do not establish the cause of an earlier network interruption. No API, migration, dependency, extension or permission changes.
