The option to choose the number of notification icon displayed on the status bar does not apply on lock screen

Works properly on icon, on cards there is a limit (3 on fingerprint unlock, 4 on no fingerprint).
On card notification, it does not seem to work properly at start:

• If you open the screen without exiting lock screen (e.g. using face unlock) AND there is no foreground app notification in the lock screen notification stack, there will only be 2 notification cards revealed fully while the rest hidden in icons, regardless of how many notifications. Once you add a foreground app notification shown the lock screen, subsequent testings will increase the number of revealed cards to 3 and 4.
• AOD notification icon (in card notification mode) is limited to 3. Restart might make it run properly, but this can happen again.
