PR Summary

Low Risk
Single dependency version bump in CI with no changes to CLA logic, permissions, or secrets wiring.

Overview
Bumps the CLA Assistant workflow step that mints the GitHub App bot token from actions/create-github-app-token@v2 to @v3.

No other workflow logic, secrets, or inputs change; this is the only create-github-app-token reference in .github/workflows.
