Signed-in non-owner users could not sync their own learning records because the learning route applied the owner gate to every action. Allow the three user-record actions after identity verification, retaining the owner gate for concepts and provider-backed AI. Both local and Pages handlers preserve per-user isolation.
Validation: 24 focused record/auth tests and the full 982-test suite passed. Static quality checks and the dependency gate passed. Build and size checks run in existing CI with its configured public client ID.
