Release React Native 4.0.0-alpha.4

What changes are you making?

Bumps the React Native package release to 4.0.0-alpha.4. This is the first React Native release with allowedMessageOrigins (#648), resolving the published iOS and Android 4.0.0-alpha.5 native SDKs.
