Adds Windows CI checks for the declared minimum Node 22.13.0, the reported failing version 22.14.0, and Node 22.16.0 with the native SQLite backup API.
Each matrix job installs locked dependencies, builds the game, and checks server startup, WAL-preserving backups, backup replacement, and desktop startup error messages. The checks do not call Codex or launch Electron.
Follow-up to #1: the runtime fix is already on main in 5a6317f. This PR adds regression coverage without rewriting that history.
Validation: all four targeted tests passed locally; the runtime fix was also tested with actual Node 22.13.0 and 22.14.0 executables.
