Implement the SemRels dry-run contract (SemRels/semrel#349): emit human-readable status logs on stderr, print dry-run diffs/content/payloads on stdout, fail soft when credentials are absent in dry-run, declare x-semrel-dry-run in schema/v1.json, and perform zero side effects.
