Add configurable notification sticky time for individual applications

I developed this feature to control how long a notification stays visible before it is dismissed to the notification center. I hope it can be included in the project.

It allows you to:

• Use the Windows default notification duration.
• Set a custom duration or keep notifications permanently visible.
• Configure different sticky-time settings for individual applications.
• Search installed Windows applications when adding an application-specific setting.
