Summary

Content updates based on the weekly researcher digest (5 July 2026, covering 22 June – 5 July 2026).

Changes made

  • docs/safety-standards/international-ai-legal-overview.md — Updated the EU AI Act Digital Omnibus section throughout to reflect the fully completed legislative process. The European Parliament voted 16 June 2026 (423 to 57, 174 abstentions) and the Council of the EU formally adopted the Omnibus on 29 June 2026. All "provisional" and "pending formal adoption" language has been replaced with confirmed-pending-OJ-publication framing. Updated: evolving-landscape note, executive snapshot, EU section status/scope text, Omnibus callout box (title, status paragraph, sources), What to Do bullets, and the side-by-side summary table. last-reviewed updated to 2026-07-06.

  • docs/safety-standards/ai-australian-legislation.md — Three updates:

    1. UTP Act passage: Updated the ACL section paragraph and Upcoming Legislative Reforms entry from "Bill introduced 1 April 2026 (proposed)" to "Act passed both Houses 2 July 2026; Royal Assent expected shortly; commences 1 July 2027." AI-enabled dark patterns remain explicitly in scope. New source link to aph.gov.au Bill Digest.
    2. DTA CAIO milestone: Added the 30 June 2026 CAIO compliance result (104 of 106 entities) to the DTA requirements entry, and noted December 2026 requirements (AI Impact Assessments, oversight processes, incident reporting) as the next milestone.
    3. AISI operational status: Added a sentence to the intro paragraph confirming the AISI published its first substantive public output (capabilities and risk assessment, June 2026). last-reviewed updated to 2026-07-06.

Flagged for manual action

  • EU Official Journal publication: Watch for OJ publication announcement (expected July 2026). Once published, update international-ai-legal-overview.md to add the exact entry-into-force date and remove the "pending OJ publication" qualifier.
  • CRC Round 27 Stage 1 outcomes: Expected July 2026. Update ai-grants-funding-australia.md when announced; check for Stage 2 opening.
  • Privacy Act Tranche 2: No bill introduced. 10 December 2026 ADM transparency obligation approaches — a reminder on the legislation page may be warranted closer to the date.

Not actioned (by design)

  • ARC Discovery Indigenous 2027 and Victoria LaunchVic pre-accelerators: both were actioned in PR content-update/2026-06-21 — EU AI Act confirmed vote, Victoria pre-accelerators, ARC grant #113 (content-update/2026-06-21) and are not repeated here.
  • ACCC doubled penalties: already present on the legislation page (added in a prior cycle). No change needed.
  • APS mandatory training 30 June interim milestone: remains unverified at primary sources; December 2026 framing retained.
  • Treasury UTP small business consultation (closes 10 July 2026): moderate relevance to site readers; no content update warranted.
  • SA AI Strategy, NSW Digital Work Systems Act: still pending release/commencement; monitoring only.

… legislated

The EU Digital Omnibus on AI completed the EU legislative process: the
European Parliament voted 16 June 2026 (423 to 57, 174 abstentions) and
the Council of the EU formally adopted the Omnibus on 29 June 2026.
Official Journal publication is pending (expected July 2026); entry into
force is three days after publication.

Revised deadlines are now definitively legislated — no longer provisional:
- High-risk standalone AI (Annex III): 2 December 2027
- High-risk AI embedded in regulated products (Annex I): 2 August 2028
- Watermarking and NCII/CSAM prohibition: 2 December 2026
- AI regulatory sandboxes: 2 August 2027

All "provisional" and "pending formal adoption" language has been updated
to reflect confirmed legislative status. The callout box, executive
snapshot, evolving-landscape note, status text, What to Do bullets, and
summary table have all been updated. Sources: consilium.europa.eu,

…ISI confirmed operational

Three updates from the week of 22 June – 5 July 2026 researcher digest:

1. Competition and Consumer Amendment (Unfair Trading Practices) Act 2026
   passed both Houses on 2 July 2026 (Royal Assent expected shortly;
commences 1 July 2027). AI-enabled dark patterns and algorithmic
manipulation of consumer choice are explicitly within scope. The ACCC
gains a direct enforcement pathway against AI-enabled unfair practices
from 1 July 2027. Updated throughout from "Bill" (introduced 1 April
   2026) to "Act" (passed 2 July 2026). Sources: aph.gov.au,
   smartcompany.com.au (accessed 5 July 2026).

2. DTA Chief AI Officer mandate: 104 of 106 non-corporate Commonwealth
entities appointed a CAIO by the 30 June 2026 deadline (the IGT and
the newly established NEPA did not). December 2026 requirements noted
as the next DTA milestone (AI Impact Assessments, oversight processes,
incident reporting). Sources: ia.acs.org.au, govai.gov.au (accessed
   5 July 2026).

3. AISI confirmed operational: first substantive public output (capabilities
and risk assessment) published 1 June 2026. Source: industry.gov.au
   (accessed 5 July 2026).
