feat(kernel): SIMD-fused Q4_K matmul kernel + Q4KMatmulKernel SPI - #562

Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: actions/gradle-build-tools-actions/dependency-submission@8379f6a1328ee0e06e2bb424dadb7b159856a326.
