Strip early_filter=true and query_cache_size=24 from all H2 JDBC URLs; these options were removed in H2 v2. The cleanup originally lived in RDBMSUtility (deleted in #2473) so the params crept back via the H2QueryUtil.BASE_H2_FILE_CONNECTION constant, InsightsRDBMSUtils, SmssUtilities, and Constants. USER is reserved in H2 2.x, which IL4-dev already runs (2.2.220). The audit-log CREATE TABLE/INSERT statements in AbstractFormBuilder and FormBuilder left USER unquoted, so first-time audit table creation on any newly provisioned engine threw a syntax error that was caught and only logged, silently breaking all subsequent audit INSERTs. Quote it in all four spots (two CREATE TABLE, two INSERT). Found while reviewing #2332, which hits the same reserved-word fallout from its own H2 1.4.200->2.4.240 bump and fixes three of these four sites on dev but misses the AbstractFormBuilder CREATE TABLE; IL4-dev had none of the four fixed. Following migration of all H2 databases from 1.x to 2.x, bump the H2 version, fixing CVE https://github.com/SEMOSS/Semoss/security/dependabot/3 and change connection strings to remain compatible. Actual db conversion occurs using https://github.com/SEMOSS/h2-update-utility
