[Feature Request] Update the tamper machine to have complete atmosphere cheat compatibility

Missing features:

Code Type 0xC4: Begin Extended Keypress Conditional Block

Completely unimplemented in the current tamper machine. Compared to code type 0x8: Begin Keypress Conditional Block, it allows the conditional block to trigger once per match, and also has an extended 64 bit mask allowing support additional controller types emitted by hidKeysDown().

Code Type 0x5: Load Register with Memory Value

Missing 2 source modes:

• 2, which is identical to source mode 1, but it writes to specified register instead of the one used as offset.
• 3, where both a static value and a register are used as the memory offset.

Code Type 0x9: Perform Arithmetic

Missing additional arithmetic types for float calculations:

• 10: Float Addition
• 11: Float Subtraction
• 12: Float Multiplication
• 13: Float Division

Those are all the missing features I've noticed, there might be others so cross reference the official documentation linked above.

Nature of request

Bring the tamper machine up to date, bridging compatibility between cheats on atmosphere and other emulators.

Why would this feature be useful?

Allows developers to make more varied mods and cheats for games.
