Private planning paths were tied to a fleet name. The existing guard now rejects private checkout paths under any literal rooted named fleet directory, preserving historical coverage and allowing parameterized code references.
Validation: existing scanner regression plus canonical, historical, renamed private paths and clean public/parameterized cases pass.
