Dispatch currently assigns implementation and test-writing to report-only validation agents, and gate guidance describes blocking tests as advisory. Align the fleet profiles and exported content with their owning contracts: builders build, testers run tests, documentation checkers report drift, and the gate runs tests before builds with required failures blocking.
Refresh the corresponding canonical distribution slices from the maintained RevealUI content exporter and preserve target-specific profile adaptations. Retain the supported persistence and entitlement boundaries; remove retired Supabase MCP and helper guidance.
Validation: independent source review accepted; 20 behavioral checks passed, including 10 workflow fixtures; 14 skill and 9 rule lockstep comparisons passed; copy lockstep and diff checks passed. The companion RevealUI repair adds durable materialization and regression checks.
