Allow framing a stream at any FLAC-legal block size (16..=65535) instead of the fixed 4096. The new Encoder::set_block_size method validates the input and returns BadBlockSize for unsupported values. Window caching is generalized so that any non-default block size builds its tapers once and reuses them across reset cycles.
