feat(capture): add Npcap capture method and fix CJK font display - #3

Add Npcap as a user-selectable alternative to Windows raw-socket capture in Settings -> Network, for users whose antivirus (e.g. Avast Web Shield) blocks raw sockets. The app loads the user's installed wpcap.dll at runtime and never bundles or downloads Npcap. Also fix the language picker rendering CJK native names (한국어, 简体中文, 繁體中文, 日本語) as tofu, by lazily loading the needed CJK fonts the first time the language dropdown opens. Upgrade rust-i18n 3.1.2 -> 4.1.0, which drops the unmaintained and unsound serde_yml/libyml YAML crates (Dependabot high + medium) in favor of serde_yaml. Locale catalogs are JSON and load unchanged. Bumps the version to 0.2.0.
