Summary

Adds a release note under v1.5.1 → Fixes documenting that, starting with amdgpu driver 6.19.14 (packaged release 31.40), a change in the driver's version-reporting scheme prevented earlier DRA driver versions from advertising GPUs. Users on amdgpu 6.19.14 / 31.40+ must deploy DRA driver v1.0.1 or later.

Context

The corresponding fix lives in the DRA driver (ROCm/k8s-gpu-dra-driver#68, shipping in v1.0.1). This note is intentionally high-level — it points users at the version requirement without going into the DRA driver's internal attribute changes.

Targeting the v1.5.1 branch; auto cherry-pick will propagate to main and the external ROCm repo.
