This PR performs the standard release setup for QuantEcon.py v0.13.1, mirroring the pattern used in the prior release PR (#981). It is a metadata-only change containing no library code modifications; it marks the point for publishing the two behaviour-change fixes merged since v0.13.0 (#976 for ARMA impulse/simulation timing and #983 for LQMarkov/solve_discrete_riccati_system).
