GetSymbol returned SecurityIdentifier.Symbol for an equity, the ticker the security first listed under, so a renamed security (BGU -> SPXL) was exported under a ticker Collective2 rejects as (1121) Invalid symbol, failing the whole payload. Restore the pre-QuantConnect#8604 behaviour for equities: the map-file ticker as of the algorithm's time via IAlgorithm.Ticker. Fixes QuantConnect#9857

Collective2SignalExport.GetSymbolreturnedsymbol.ID.Symbolfor a US Equity: the ticker the security first listed under. A security that has since been renamed (SPXL listed as BGU in 2008, renamed in 2012, identifierBGU U7EC123NWZTX) was exported asBGU, which Collective2 rejects with(1121) Symbol: Invalid symbol, failing the whole payload. Before #8604 the equity ticker came from_algorithm.Ticker(target.Symbol), the map-file ticker as of the algorithm's time.This restores that for equities:
GetSymbolreturns_algorithm.Ticker(symbol)when the security type is Equity, so Collective2 receives the ticker the security trades under today. Forex, options and futures are unchanged (futures still send the root fromsymbol.ID.Symbol).Fixes #9857

SendsTargetsToCollective2Appropriatelycase withSymbols.GOOG, whose identifier ticker isGOOCV(test map filegoog.csv) and whose current ticker at the test's date (2016-02-16) isGOOG: the message now carries"symbol":"GOOG".
