fix: restore Windows release installation

Summary

• restore vite.local-preview.config.ts to the required GitHub Release ZIP manifest
• assert both Vite build configurations in release-package and governance gates
• prepare the 2.7.4 replacement release and document the withdrawn 2.7.3 package defect

Verification

• npm run verify:release -- -AllowDirty -SchemaAudit skip (105.8s)
• independently extract the generated ZIP, npm ci, and npm run build:frontend (69.1s)
• npm run verify:governance
• git diff --check

Release safety

v2.7.3 is already marked prerelease and v2.7.2 remains the stable latest release until the v2.7.4 public installation smoke passes.
