effects: Phase 7 — Publishing

Tracks Phase 7 of the effects program (plan: workspace docs/effects-roadmap.md, Phase 7). The CHANGELOG, the release at the version Brad names, its verification, the portal's wasm refresh decided with the byte cost measured, the fleet charters and the accuracy vision's pointer checked, every issue this program filed closed or carrying a trigger.

Closes when every Gate condition is met and recorded (EFFECTS PHASE 7 MET, packet docs/effects-gate7-packet.md, outcome posted here). Not started.

Addition to this phase's Work, from Brad on 2026-09-06: Phase 7 carries the program's only audioif release. "We will release a new audioif when the effects project is complete. That way the next release will include any additions or fixes resulting from the effects work."

So this phase asks D7 (the audioif version), D8 (the audiocomponents version) and D9 (the portal's wasm bytes) together, in one board line with §8's recommendations. release-pilot runs audioif's chain at the version Brad names; AUDIOIF_PIN moves from the node commit to that tag with both lib/*/pyproject.toml floors raised to it in one commit, gates re-run — same content as the SHA, so not the floor moving under a closed gate. audioif's CHANGELOG carries every node and fix of Phases 1–6, and the [render] extra (audioif#30) reaches users with that release. Gate item added: audioif at its tag on TestPyPI, with the pin and both floors naming it, verified.
