[Enhancement] Support for Avalonia 12.0

Summary

Add support the the Avalonia 12 release, building upon the existing v11.x support.

For what it's worth, assign this story work to me. I already started doing research during the preview releases, however, the full release date was unknown until now (released 3 days ago from today).

API Changes

• N/A; objective is to not modify the existing Prism Library API.

Intended Use Case

Initially support Desktop applications only. An upcoming PR will be made for stronger mobile, and WASM support.

Any news about Prism for Avalonia 12.
Their continuous breaking changes without backward compatibility are garbage.
But hope it will be possible to make prism up and running.
See no reason to build a desktop app without it any more.

Also checked the pull request from Sawa121212 but I had issues with it.

@dansiegel and @brianlagunas I created PR #3410 which bumps the system up to Avalonia v12.1.1.

This PR addresses the Prism.Avalonia Dialog compilation where Avalonia expects compiled bindings by default. More specifically to the "Title" of the dialog window, which we don't have until it is created. I've added an end-to-end sample for the Dialog Box feature, as an example.
