ci: stop checking the changelog of a release - #336

Validate Changelog required a non-empty [Unreleased] on every pull request to main. A release from develop has emptied it into the version's section by construction, so the check failed each release. It now skips pull requests from develop and release/*, and still checks hotfixes.

developandrelease/*; ahotfix/*(or any other branch) tomainis still checked.The
ifparses (yaml.safe_load) to:github.event_name == 'pull_request' && github.base_ref == 'main' && github.head_ref != 'develop' && !startsWith(github.head_ref, 'release/'). It can only be observed on the next release pull request.
