Analysing the UK Autumn Budget 2026 with PolicyEngine, the deck for the webinar on Wednesday 28 October 2026, at /slides/introduction-2026: what PolicyEngine is, how we prepared for Budget day, and a slide with the Autumn Budget 2026 dashboard embedded in it, where the analysis is presented.

Preview: https://policyengine-slides-git-introduction-823824-max-ghenis-projects.vercel.app/slides/introduction-2026 (redeploys on every push). After merging: https://policyengine.org/slides/introduction-2026.

Slides (5)

  1. Cover: "Analysing the Autumn Budget 2026 with PolicyEngine" (no "UK" on the cover), the three presenters, "Webinar, Wednesday 28 October 2026, 4:30pm GMT".
  2. What PolicyEngine is: policyengine.org's own one-line description (a nonprofit building free, open-source tools that help people understand tax and benefit policies), then three cards, the rules, the households and the results, with the main points of each, and "all the code is public".
  3. How we prepared for Budget day, written for a general audience: a timeline from last year's Budget (26 November 2025, analysed on the day) through five Budget-day rehearsals to Budget day, then four points, each marked "Done" or "In review": fixed model and data (PolicyEngine 6.11.1, the version in the live dashboard's publication manifest and in the dashboard's lock file), the household calculator, every measure in about 8 minutes, and each measure published once reviewed. The technical detail (Modal, the drill issues, the Microcosm UK households) is in the speaker notes.
  4. The analysis: live dashboard. The dashboard (https://ab2026-local-preview.vercel.app/uk/autumn-budget-2026) is embedded in the slide, with its address beside the title, and loads while slide 3 is showing. Buttons in its bar load Public finances, Pensioners (By age), Living standards and the Household calculator into the frame. Expand fills the screen with the same page, keeping whatever tab, measures and household are open; Back to the slide returns to the deck; New tab opens it in the browser. Once you click into the dashboard, the arrow keys and a clicker drive it (the arrows switch its tabs), so press Back to the slide or click the bar above it before moving on.
  5. Close: "Thank you", the same dashboard's full address with a QR code (public/images/introduction-2026/dashboard-qr.svg, regenerated for that address and decoded to check it) and contacts.

No figures in the deck

The analysis is presented on the dashboard itself, so the deck carries no copy of its numbers and nothing goes stale when the dashboard's data change: the six chart slides, dashboardData.ts, build_dashboard_data.py, slides/figures.tsx and their CSS are removed.

Also

  • Merges main (the Good Growth Foundation and Scottish Government decks); the registry conflict is resolved with all three decks listed.
  • Removes the press, publications, 2025 dashboard and ideas slides, and the 19 screenshots only they used.
  • Speaker notes and README rewritten for the new deck.
  • Laid out like the BLS and CPID decks: the title and accent bar on each slide, sources under the content, and the footer text kept clear of the viewer's slide counter.

Request Review

- The Telegraph National Insurance story is from October 2024, not May 2025
(the link was shared in #uk-comms on 28 October 2024, before that Budget).
- The household data are licensed survey data, so the deck says the code and
method are open rather than the data.
- The Lords citation is labelled House of Lords and shown without the crowned
  portcullis, whose use is restricted.
- NEF's card links to its July 2026 report, and the community slide lists the
  sources behind its cards.
- Speaker notes cover how to describe No 10's use, and what to say if asked
for the childcare costing while its corrections land.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
- Autumn Budget 2025: the dashboard went live on Budget day with three
measures beside the OBR and the constituency map; all nine and the
household calculator followed by 28 November (per the dashboard repo's
  commit history).
- Autumn Budget 2026: gives the date (Wednesday 28 October), drops the
"within hours" promise and the jargon, and ties constituency results to
the local data passing its checks.
- How it works: council tax itself is read from the data, so the rules list
names Council Tax Reduction, which the model computes.
- Tax Policy Associates: the card links the article that credits
PolicyEngine, under its headline, instead of an X post that doesn't.
- Land value tax: the card shows the post's own decile chart in place of a
campaign-rally photo, and is marked as a guest post.
- Speaker notes add the Telegraph story's details and likely questions:
TPA's correction of our age counts, how No 10 came to use PolicyEngine,
inheritance tax, and accuracy against the OBR.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Each media card now carries one line on what we gave the piece, checked
against the article: TPA's cross-check, CapX's £409m bus fare cap cost, NEF's
modelling, City AM's £0.77bn, SMF's £4.7bn lower bound, and the Telegraph's
1p employer NI scenario. The electricity VAT card gets a plain 5% to 0%
cover in place of the press photo.

…Budgets and the dashboard's analysis

The analysis slides draw the dashboard's own figures (public/data at a
recorded commit, via build_dashboard_data.py) in its chart types, colours
and years. Drops the press, publications, 2025 and ideas slides and their
unused screenshots.

- Slide 2 is the rules, the households and the results, one short line each,
in larger type, and the "all the code is public" line. The logo strip and
  the users list go.
- footerText is empty for this deck: the viewer's slide counter sat on top of
  "PolicyEngine · Autumn Budget 2026".

Replace the six chart slides (revenue, deciles, age, example households,
incomes and poverty) with one slide whose card opens the Autumn Budget 2026
dashboard in a new tab (click or Enter), with its QR code and buttons for the
Population impact, Household impact and Living standards tabs. The deck no
longer carries its own copy of the figures: dashboardData.ts,
build_dashboard_data.py and figures.tsx are removed with their CSS. 6 slides.

- Slide 5 shows the dashboard itself in place of the card, QR code and tab
buttons, so the slide is already a preview and the dashboard can be used
without leaving the deck. It loads while slide 4 is showing. The subtitle
goes, to give the frame the room.
- Expand stretches the same frame over the whole screen, so the tab, measures
  and household open in it are kept; Back to the slide returns to the deck;
New tab opens it in the browser.
- The bar above the frame shows the full address: the bare host returns 404.
- The QR code stays on the closing slide.
- Speaker notes: while the dashboard has the keyboard, the arrows, Space and a
clicker drive it (the arrows switch its tabs), so press Back to the slide or
click the bar before moving on.

- Slide 3: five mock Budgets (Drill 5 on 26 October); national results on
Modal, one machine per measure, now Done (dashboard #178 merged); the
household calculator runs on Modal and is kept warm.
- Slide 5: buttons in the embed bar load Public finances, Pensioners, Living
standards and Household impact into the frame (?tab=dashboard,
&sub=pensioners, &sub=living, ?tab=household). The earlier tab buttons were
removed in 56b9755; these sit in the bar so the embed stays as it is.
- Speaker notes and README: the dashboard's new tabs and sub-tabs, Drill 5
issue #144, and the Modal timing.

Updated in ef40fcd (Build, Lint and Tests pass; Vercel preview deployed).

Slide 3, How we prepared for Budget day

  • "Five mock Budgets": 28 September and 5, 12, 19 and 26 October (Drill 5 is dashboard issue #144).
  • "A household calculator": adds "It runs on Modal and is kept warm."
  • "Every measure in about 8 minutes": now Done, since dashboard #178 merged today. The text is now "All national results run on Modal, one machine per measure, for every measure and the combined package." The run took 8.1 minutes for all ten units on 26 October. The old "identical to a one-at-a-time run" claim is gone: #178 reports last-digit differences (up to 7.4e-10 relative) in some 2026 rows.
  • "Each measure published once reviewed" stays In review (#104, #106 and #133 are still open).

Slide 5, The analysis: live dashboard

  • The old tab buttons were removed in 56b9755, when the dashboard was embedded. Four view buttons now sit in the embed bar, next to Expand and New tab. Each one loads a view into the same frame:
    • Public finances: ?tab=dashboard
    • Pensioners: ?tab=dashboard&sub=pensioners
    • Living standards: ?tab=dashboard&sub=living
    • Household impact: ?tab=household
  • Living standards links to the sub-tab, not ?tab=living, because on dashboard #185 ?tab=living is an alias for Pre-measures forecast.
  • These links match dashboard #185, which is not merged. The live site still has the old tabs (Population impact, Household impact, Living standards, Methodology) and no Pensioners sub-tab. Until #185 merges, the Pensioners and Living standards buttons do not open their sub-tabs.
  • Each click reloads the frame, so any measures or household chosen in it are reset. The speaker notes say so.

Speaker notes and README

  • §3: five drills (issue #144 added) and the Modal timing.
  • §5: the new tab list: Population impact (Public finances as the default, All households, Young people, Pensioners, Living standards, Poverty), Household impact, Pre-measures forecast, Policies and Methodology, plus a note that this depends on #185.
  • The old line about the household result taking "about a minute" is removed.
  • README: the analysis slide's bar buttons.

I checked the other slides (What PolicyEngine is, Past Budgets, Close). None of them names a dashboard tab or a drill count, so nothing else needed changing.

Not merged.

Slide 4 (Past Budgets) removed at Vahid's request (f5514e5): the deck is now 5 slides. Public link, no login needed: https://ab2026-webinar-slides.vercel.app/slides/introduction-2026 (a separate Vercel project, ab2026-webinar-slides, in the policy-engine team, deployed from this branch's head).

…s slide

The analysis slide's frame, address bar, view buttons and New tab open the
Drill 5 build (uk-autumn-budget-2026-drill-op9iio4el), the build with the
results the webinar discusses; it has the #185 tabs the view buttons load. A
deployment address is fixed, so a later build needs the link changed. The
closing slide keeps the dashboard's own address and QR code.

uk-ab2026-drill5.vercel.app always serves the drill's latest deploy
(dashboard #195), so the slide follows rebuilds without another change here.
The fixed Drill 5 deployment it replaces is no longer linked from #195.

- Content slides: the title and accent bar only (no section label or
subtitle), sources in the flow under the content, and the footer text
back, kept clear of the viewer's slide counter.
- What PolicyEngine is: the three-pillar layout (Rules, Households,
Results) with the UK model's lists, and the open-code line as a callout.
- How we prepared: the five mock Budgets on a line to Budget day, then the
other items as rows with their status.
- The analysis: the dashboard's address beside the title; the bar holds the
view buttons, Expand and New tab.
- Cover: speaker roles without the organisation, and the time. Close: more
room under the logo, and the dashboard's full address (the host alone
  returns 404).

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
… year's Budget

- What PolicyEngine is opens with policyengine.org's own line: a nonprofit
building free, open-source tools that help people understand tax and
  benefit policies.
- The Rules card lists the main rules (income tax and National Insurance,
Universal Credit and other benefits, the State Pension and Pension Credit,
VAT, fuel duty and capital gains tax) instead of details such as Scotland's
rates; Households says weighted to match official statistics.
- How we prepared: the timeline starts at last year's Budget (26 November
2025, analysed on the day, per the 2025 dashboard's commit history), with
a dashed line to the first mock Budget; its code is in the sources.
- Speaker notes for both.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
… Budget-day dashboard

- The analysis slide's frame, address and New tab, and the closing slide's
link, address and QR code all open
  ab2026-local-preview.vercel.app/uk/autumn-budget-2026 (the host alone
returns 404). The QR code is regenerated (segno, version 4, M) and
decodes to that address, also as the slide renders it.
- The bar's buttons follow that dashboard's tabs: Pensioners opens By age at
pensioners, and Household impact is now Household calculator.
- README and speaker notes name the address and the tabs.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…ience

- Cover: "Analysing the Autumn Budget 2026 with PolicyEngine", with the time
as 4:30pm GMT (British Summer Time ends on 25 October 2026), so the cover
  no longer says UK.
- How we prepared: the runbook row is dropped, the mock Budgets are called
Budget-day rehearsals, and the other rows leave out Modal, the dataset's
  name and the review entries.
- The version is policyengine 6.11.1 (the slide said 6.10.2): the live
dashboard's publication manifest records it for every measure and the
package, and the dashboard's uv.lock on main pins it.
- The speaker notes keep the technical detail as background; the README
  follows.
