新增小云雀营销成片 Skill，通过公开营销 API 支持素材上传、营销视频生成、进度查询、结果下载和积分查询，并接入 Skill 路由与 CI 校验。
修复交互中断状态的处理：状态 6（InputRequired）和 9（HITL_Interrupt）返回需要用户交互的信息并停止轮询；状态 7、8 继续在超时范围内等待。确认后查询同一会话的最新 Run，避免持续查询已终止的旧 Run。提交前校验必填的 video_model，示例显式使用 720p。
验证
node scripts/marketing-skill.test.js：通过，覆盖参数校验、素材上传、API 错误、提交不重试、状态轮询与媒体交付。node scripts/skills.test.js：通过。git diff --check origin/main..HEAD：通过。tools/check-mr-preflight：通过，工作区干净，3 个提交、12 个文件，均在预期范围内。兼容性与边界
使用公开 API 的既有认证方式，当前接口不提供 TeamID 或团队空间切换参数，本次不改变鉴权和资源范围，不复用跨账号状态。团队空间能力需由服务端公开协议支持后另行实现与验证。
同步 package.json 与 package-lock.json 至 1.0.30，按用户要求推送 v1.0.30 tag，由现有 Release 流水线构建二进制并发布 npm 包。
修复新接入 Windows CI 后发现的 Skill frontmatter 换行兼容问题，支持 LF 与 CRLF 并验证缺失 name 时仍报错。node scripts/version-check.test.js、node scripts/install-wizard.test.js 均通过。
