Stack the helper and the R pill so they cannot overlap - #53

The helper was lifted by a fixed 3.5rem above the R pill, but on touch screens the pill's 44px Restart button makes it 60px tall, so the two overlapped. Both now sit in one bottom-right flex column with a gap, which holds whatever their height. An R error still shows in the page.

Before: on touch screens (tablets, phones, touch laptops) the "Where to?" button overlapped the top of the "R is ready / Restart R" pill by a few pixels.
After: the two always sit 10px apart, on desktop, touch laptop, tablet and phone, on every page including the R Workspace.
How: the helper was lifted by a fixed 3.5rem, but the touch-sized Restart R button makes the pill 60px tall. Both now live in one bottom-right flex column with a gap, so their heights no longer matter. An R error still shows in the page as before.
