用户要求生成或发送文件时，运行时需要执行工具并交付真实产物，不能只返回文件名或角色化台词。本 PR 新增按需 Docker 命令执行，将生成的文件和图片作为结构化附件随最终回复交付，并修复表达策略丢弃附件的问题。
docker.run、执行镜像及资源限制，支持产物提取、失败观察、超时清理和真实容器冒烟检查container.run/artifact.upload及上下文图恢复逻辑；新能力通过tools.docker独立启用，默认关闭
