Specify protocol and hostname

Adds tags to CLI to specify:

• protocol (http, https)
• hostname eg: localhost, dev.custom-local-env

First release of webhook store cli.

Features:

• Starts a localproxy that targets a port
• Opens a webhook store

Usage (ngrok-like):

npx webhook-store-cli --port 9000 --webhookStore https://test.webhook.store
