Summary
Allows adding extra search directories configured through
OPENTS.INIAlso allows configuring where files are read from (as the "base") through -DATADIR, and where user files live through -USERDIR
Behavior and compatibility
Non-breaking change: MIX and INI folders looks in by default as an addition.
