Dashboard selection consistency and other fixes

This PR:

• Makes dashboard content behavior consistent when actions are run from other views (editor, etc).
• Caches dashboard state for cases in which the dashboard is closed and re-opened. Newer dashbords now reflect the prior state.
• Updates the state tool tip for multi-module parents.
