On resume, a CEC adapter can disappear and be re-registered after the system wake notification has already been delivered. In that window, cecd drops the wake request and the TV remains asleep even though the adapter returns successfully.
This standalone change keeps a short-lived resume-wake deadline and replays the wake request when the CEC device registers during that window. The replay is one-time and expires after five seconds.
