EIP addresses a fundamental execution problem:
A previously authorized action may no longer be valid when execution actually occurs.
Rather than treating authorization as permanently valid, EIP requires execution-state continuity to be revalidated immediately before effectuation.
If continuity verification fails, execution is deterministically denied.
Authorization validity does not imply execution-time continuity validity.
Every previously authorized execution request must be revalidated against current execution-state conditions immediately prior to effectuation.
If continuity verification fails, execution is denied.
EIP operates exclusively on continuity verification.
EIP does not determine:
- execution authority
- admissibility
- governance state
- authorization policy
Those concerns are external to EIP.
EIP focuses on:

EIP enforces fail-closed execution behavior.
