docs: add V1+V3 strategic blueprint, hybrid roadmap, and delivery-mode docs

Motivation

• Provide a concrete, actionable strategy that combines V1 governance principles with V3 application-layer contracts so policy intent becomes enforceable and operational.
• Make the Hybrid delivery model and MCP runtime surface discoverable from top-level docs and CLI docs so teams can follow a staged productization path.
• Surface comparative analysis across V1–V4 to recommend a composed route for fast, governable hybrid delivery.

Description

• Added docs/V1_V3_Strategic_Combination.md which defines the combined pattern ("V1 as governance brain, V3 as architecture spine"), layered architecture, implementation sequence, decision matrix, and risks.
• Added docs/Hybrid_Delivery_Roadmap.md outlining the Skill/MCP/Hybrid triple-track roadmap and a recommended 30/60/90 plan and next implementation slice.
• Added comparative analysis docs/V1_V2_V3_V4_Comparative_Hybrid_Synthesis.md and docs/V1_V4_Hybrid_Synthesis.md to capture ranking, scoring, and recommended composition guidance.
• Updated top-level and site docs: enhanced README.md with delivery modes and references to the new docs, extended QUICK_START.md and apps/docs/src/content/docs/cli.mdx/index.mdx with optional MCP runtime workflow notes and example endpoints, and added discoverability links into the roadmap.

Testing

• Ran git diff --check to validate whitespace and diff issues and it returned clean.
• Verified workspace changes with git status --short to confirm the expected file adds/updates.
• No package-level or CI unit tests were executed in this pass; the changes are documentation-only and require follow-up implementation runs and CI in a network-enabled environment for runtime/package validation.
