Created a template for feature requests. All new contributions should first go through the feature request process, receive consensus approval, then proceed to RFC stage.

Great start- a few suggestions:

• Make this a companion skill, just like create-feature-request or create-github-issue to make it more agent friendly
• It may be a bit complex of a workflow currently for a first contact- e.g. open an issue, reserve a number, copy a folder, write a repo doc, and open a PR for maintainer review. We may want to streamline this a bit

• Added a new skill to crate a feature request
• The flow is, user creates a feature request, agent creates the starting doc, user fills in the details, user uses create pr skill, then create issue with summary, linked feature request doc and the discussion happens in the issue/PR.
