retireUnselectedNativeLocalProviders runs after the gateway, registry, and agent config have converged, and after post-commit work succeeds. A transient getProvider error or an ambiguous deleteProvider result throws a NativeProviderError, for example "retirement could not verify ownership; recovery authority retained". runInferenceSet then rejects. completeInferenceSetTelemetry does not run. Automation sees a failed switch even though the new route is active. The error text also does not say that the switch succeeded. The authority is retained, so the next successful inference set retries the cleanup. Log a warning instead of failing the committed command.

Closing at Rebecca’s direction in favor of the smaller Slice 4 stack tracked in #12975:
This PR grew to combine shared lifecycle changes, multiple agent credential consumers, hosted/local integration, and qualification infrastructure. The competing stack separates those responsibilities into smaller changes with clearer dependencies and independent acceptance evidence. Keeping both implementations active would duplicate integration, review, and qualification work. The latest commit here, Retain this branch and its recorded failure analyses, repairs, and validation evidence as reference material for the selected stack. This closure selects the smaller delivery plan; it does not mark Slice 4 or the epic complete. |

OpenClaw, DCode and Pi host-local inference workflows use a native provider attached only to the selected sandbox, with an endpoint-restricted profile and ownership receipt. Hermes native-local support is deferred to #12921; selecting that path is rejected before provider mutation. Native runtime qualification remains pending.
Reason
Slice 4 moves existing local-provider behavior onto the OpenShell ownership boundary before the dependency migration. Runtime ownership remains unchanged. Hermes native-local availability is intentionally reduced under the accepted deferral; this PR does not establish full-agent parity. Existing gateways are not automatically migrated or activated.

Both architecture contracts and three catalog contracts were verified for source and cohort. Pi scope decision: Accept. Rebecca authorized this change in the implementation task: “yes, continue work on PR 12777 here and try to implement Pi.” This later decision extends the older OpenClaw/DCode-only Slice 4 wording in #12558. Accountable maintainer: @rsliter. Placement: the existing Pi managed-agent configuration and native-local onboarding path. Reason: preserve native-local selection for the existing Pi consumer. Existing re-onboarding owns selection changes; no Pi inference-set API is added. Compatibility retains the pinned Pi package, hosted behavior and stored legacy credential precedence outside native-local selection. Security requires strict issued-reference validation and credential isolation. Validation requires the existing Pi qualification target to prove fresh native onboarding, a successful authenticated selected-model request, credential isolation and public cleanup. The competing alternative plan remains separate. This is a scope record, not merge approval or a claim that live qualification passed. Local self-review of NVIDIA/NemoClaw covers the Pi generator/image, shared native-reference contract, host-local admission, stored credential precedence, hosted preservation and invalid-reference denial. These sensitive paths await independent review and exact-commit execution. Pi's pinned package version is unchanged; combined hosted/local image inputs have verified build receipts; live native qualification remains pending.
The Advisor cleared the Hermes behavior and migration findings after scope reconciliation. Hermes native-local denial is an accepted availability reduction; guarded credential projection remains deferred to #12921 and blocks full-agent parity and Slice 5. Documentation drift is eligible for the agreed post-merge catch-up. The Advisor aggregate remained failed; no waiver or green review is claimed.
The trusted E2E controller still has a 75-minute target limit while the candidate records 340 minutes of aggregate containment. This prerequisite remains unresolved before qualification; individual deadlines have not been weakened. Native DCode/OpenClaw/Pi success, sibling isolation and cleanup must be established on the latest commit. The existing Pi target also needs the trusted controller to support its 135-minute bound.
The product implementation preserves supervisor-issued opaque credential references, endpoint restrictions and sandbox ownership. The narrow startup exception allows a hosted warning only for explicit disabled composition with verified policy and creation identity; native selection and unknown/conflicting state fail. Merged #12895 NVIDIA credential behavior is retained. No Hermes projection, new provider/platform, resolver relaxation, raw host credential exposure, retry mechanism or unrelated cleanup is included.
The prior review suggestion to turn all post-commit retirement failures into warnings was not adopted: existing tests require failure for ambiguous deletion, changed identity and still-attached providers while preserving committed selection and recovery authority.
Merge remains blocked on latest-commit CI and automated-review disposition, applicable existing E2Es under the trusted dispatch rules, native success/isolation/cleanup and eligible approval.
