Outcome

Portable Hermes onboarding finalization now checks the receipt-owned native gateway lifecycle instead of generic provider recovery. nemoclaw <sandbox> doctor uses the same receipt-qualified readiness result, so finalization and doctor agree on both healthy and mismatched authority states.

Reason

Generic finalization could interpret persisted openshellDriver: docker state as a Docker-managed controller after native Portable Hermes ownership was restored. That obsolete path could emit PRIVILEGED_CONTROL_UNAVAILABLE, fail onboarding, and leave doctor reporting the same sandbox as healthy.

Fixes #11892

Changes

  • Preserve typed registry-authority failures from native Hermes readiness. An incorrect or missing OpenShell registry version now produces preservation guidance in both onboarding and doctor, instead of suggesting recovery. Reuse the existing error class and add focused regression coverage.

  • Route Portable Hermes finalization through the portable lifecycle owner under the existing lifecycle lock and explicit lifecycle environment.

  • Keep Portable OpenClaw, managed Hermes, and custom-agent finalization on their existing recovery paths.

  • Return redacted failure classifications for registry authority, native readiness, and lifecycle-lock failures.

  • Make doctor fail closed with preservation guidance when a Portable Hermes receipt cannot be reconciled with registry authority.

  • Consume prerequisite ci(e2e): add Portable Hermes GPU selector #12486, merged on main as 33ecf2857f447f6752149af68627b8dea5898a2c, and remove this branch's duplicate selector, fixture, planner, and catalogue definitions.

  • Adapt the existing portable-profile-rootless-linux scenario for the trusted jobs=portable-hermes-finalization lane. Its five live predicates prove: mismatched authority pauses finalization; doctor exits failed; restored authority advances finalization; post-verify completes; and doctor exits healthy.

  • Build the exact candidate CLI in the push-triggered rootless workflow before invoking doctor, so a missing compiled CLI cannot satisfy the negative assertion or fail the healthy assertion. The workflow-boundary test fixes this ordering.

  • Keep deterministic diagnostics and failure classifications in CLI tests. The live scenario no longer asserts incidental Podman interface, ID, subnet-shape, image-name, GPU, or architecture formatting; lower-layer tests and the trusted runner contract own those facts.

  • Record the fixture helper in mock/live parity and keep all live assertions visible in the canonical live test.

  • Select fixture-helper-only changes in both pull-request and main-push rootless workflows. The workflow contract test protects both triggers.

  • Exclude Portable Hermes receipt and registry authority failures from generic resume guidance and link operators to the fail-closed troubleshooting procedure.

  • Select changes to the three owning finalization sources in the pull-request rootless workflow and protect that ownership with a workflow-contract assertion.

  • Preserve generic recovery for Portable custom agents; a regression test makes the existing Hermes-only runtime-context selection observable.

  • Select changes to both Portable Hermes doctor implementation owners in the pull-request rootless workflow and protect them with workflow-contract assertions.

  • Read Portable Hermes registry authority only after acquiring the lifecycle lock, so qualification and readiness use one lock-protected lifecycle entry.

  • Scope Hermes rebuild guidance to non-Portable sandboxes and make Portable replacement commands select the Portable profile explicitly.

Verification

Review repair 63d12e174c2842c877c122ef59b5c6836d63acd3:

  • Six focused CLI test files: 253 tests passed after updating the shared error-class mock. The final doctor helper adjustment passed all 35 doctor-flow tests.
  • CLI and plugin builds and CLI/plugin TypeScript checks passed during isolated contributor setup.
  • npm run test:changed: all 7 growth guardrails passed; 4,605 affected tests passed and 42 were skipped. Eleven tests failed in platform-parity-cloud-experimental, mutable-config-perms, and launch-readiness-pairing-probe. All eleven failures reproduced on unchanged parent 39c9bfab4933723f4be77aba63705557c1b4d5a7 in the same macOS environment; they are outside this repair.
  • Commit hooks passed, including formatting, lint, repository checks, secret scanning, source-shape limits, growth guardrails, and commit lint.
  • Guarded SSH push completed; publication validation and CLI TypeScript hooks passed. Remote branch and PR head both match the repair commit, which GitHub reports as Verified.
  • Manual live E2E was not rerun for this deterministic error-classification repair.

Review notes

Review repair 63d12e174c2842c877c122ef59b5c6836d63acd3 addresses the P2 review finding. Self-review checked finalization, post-verify, doctor, and shared lifecycle rejection. No independent human review exists for the repair commit; its CI and automated reviews are pending. Earlier evidence below applies to its stated commits.

This PR changes sensitive paths under src/lib/onboard/** and src/lib/actions/sandbox/** in NVIDIA/NemoClaw.

  • Prior head 43ca13fba67bd59aa45f5caaf68551fcea559663 completed required CI and all nine Advisor specialists without a code finding. That evidence is historical after the prerequisite integration.
  • The assertion audit traced setup, receipt publication, authenticated gateway health, mismatched authority denial, restored finalization, doctor agreement, lifecycle stop/recovery, artifact publication, and cleanup. Source-visible gates are clean; exact-head hardware observations remain pending.
  • Push-triggered rootless run 36907448452 exposed a candidate-owned test-lane defect: dependency installation skipped lifecycle scripts, the workflow did not build dist/, and both doctor calls exited before exercising readiness. Commit 9b60b1fc4b4da00fe12177301b2acb7fb8cc0404 builds the CLI first.
  • Trusted manual runs 36907955560, 36911615812, and 36918097392 failed before candidate execution. The first raced image publication. The later runs exhausted the base-publication resolver GitHub API time budget before the selected workload started. These runs are infrastructure evidence, not candidate evidence.
  • CodeRabbit's prior subnet-array nitpick is non-actionable: the assertion audit intentionally removed incidental Podman subnet-shape predicates from this live scenario; lower-layer tests own that shape and the live assertion ratchet remains unchanged.
  • Advisor run 36916145241 on the prior commit reported three P1 findings. The delivery finding was valid and is fixed by selecting the helper under both workflow triggers. The documentation finding was valid and is fixed by the Hermes-specific stop guidance. The reduction finding was invalid: inlining the helper violated the enforced 1,500-line test budget, and moving it under test/e2e/live/ violated the no-growth live-file inventory. The existing fixture location preserves both repository contracts.
  • Exact-head Advisor run 36925408239 completed all nine specialists. Seven were clean. Its delivery P1 was valid and commit f01ec8b23f777e666f6a4b6a695b42dc3583031d adds the three owning finalization sources to the pull-request rootless selector with a contract assertion. Its migration P1 was invalid: src/lib/onboard.ts passes portableRuntimeContext only when agent?.name === "hermes"; Portable custom agents receive null and retain generic recovery. The new custom-agent regression test proves generic recovery and excludes Hermes readiness. No specialist requested additional E2E beyond portable-hermes-finalization.
  • Exact-head CI run 36922696550, Images run 36922696593, and rootless E2E run 36922696571 passed for parent head 059b3caec008204c2b5ee19fa6f5e9342323a4ee; they are historical after the Advisor repair. Trusted manual run 36926891523 also targets that parent head and cannot satisfy the current commit.
  • Advisor run 36930565099 completed all nine specialists for parent head f01ec8b23f777e666f6a4b6a695b42dc3583031d. Eight were clear. Its delivery P1 was valid: doctor implementation changes did not select the rootless evidence workflow. Commit 7d063a2eb380ad53dde4799f1e0a721246d9f401 selects both doctor source owners and adds contract assertions. No specialist requested additional E2E. CI run 36928963816, Images run 36928963777, and rootless E2E run 36928963809 passed for that parent head and are now historical. Trusted manual run 36932048299 also targets the parent head and cannot satisfy the current commit.
  • CI run 36933121476, Images run 36933121325, and rootless E2E run 36933121175 passed for parent head 7d063a2eb380ad53dde4799f1e0a721246d9f401. Advisor run 36934830143 completed all nine specialists. Eight were clear. Its documentation P1 was valid: the troubleshooting procedure prescribed Portable Hermes rebuild, which the command policy rejects. Commit ff1a522f3ac68754964b446612316b12ef590173 replaces it with supported fresh onboarding and sandbox recreation. Trusted manual run 36936174606 failed in the base-publication resolver before the selected workload started, then became historical after the repair commit. It is infrastructure evidence, not candidate evidence.
  • Exact-head Advisor run 36938917512 completed all nine specialists for parent head ff1a522f3ac68754964b446612316b12ef590173. Seven were clear. Its architecture P1 was valid: registry authority was read before the lifecycle lock. Commit 395f8b5dd7261b1cf46aff40270d298a8334d0d4 moves the read under the lock and adds a regression that changes the registry entry at lock entry. Its delivery P1 was invalid: the workflow checks out the exact candidate SHA, CLI_ENTRYPOINT resolves bin/nemoclaw.js relative to that checkout, and Build exact CLI produces the same checkout dist/ before the live step. The four workflow-contract tests passed without adding a redundant CLI path authority.
  • Trusted manual run 36940001036 targeted parent head ff1a522f3ac68754964b446612316b12ef590173 and failed in the base-publication resolver when its GitHub API request exceeded the checked-in 300-second time budget. The Portable Hermes workload never started. This is pre-candidate infrastructure evidence and cannot satisfy the current commit.
  • Exact-head Advisor run 36943394171 completed all nine specialists for parent head 395f8b5dd7261b1cf46aff40270d298a8334d0d4. Seven were clear and no specialist requested additional E2E. Both P1 documentation findings were valid. Commit ade0e999b891cd39c7a9b195edb8b27a4a9742bb scopes rebuild guidance to non-Portable Hermes sandboxes and adds --experimental-profile portable to the supported replacement command.
  • Trusted manual run 36944329646 targeted parent head 395f8b5dd7261b1cf46aff40270d298a8334d0d4 and failed before candidate execution. The base-publication resolver exceeded its checked-in 300-second GitHub API time budget while waiting for a trusted publication that covers 476d58da5ff824eaa18097aeba481abb8597a785; the Portable Hermes workload never started. This is infrastructure evidence and cannot satisfy the current commit.
  • No independent human pre-publication review exists for head ade0e999b891cd39c7a9b195edb8b27a4a9742bb.
  • Before this draft is ready, the exact head still requires required CI, CodeRabbit, every PR Review Advisor specialist, the trusted portable-hermes-finalization live run, and human sensitive-path approval.

📝 Walkthrough

Portable Hermes finalization and doctor now qualify lifecycle authority and gateway readiness. Finalization pauses with failure-specific guidance when readiness is incomplete. Doctor reports authority and readiness failures. Registry reads can use a supplied environment. Tests, rootless E2E coverage, workflow filters, and recovery documentation were updated.

Explanation

The changes stay within [#11892]. Source changes implement Portable Hermes authority and readiness alignment. Tests and workflow contract changes support the implementation. Documentation updates provide the required failure and replacement guidance. The changes preserve other agent recovery paths and do not restore the removed managed controller or claim broader Portable support.

Explanation

The implementation and focused tests address [#11892]. Portable Hermes finalization uses receipt-qualified native readiness under the lifecycle lock. doctor uses the same authority and readiness result. Existing recovery paths remain for managed Hermes, Portable OpenClaw, and custom agents. However, [#11892] requires exact-head live E2E evidence after prerequisite #12486 for authority disagreement, authenticated Hermes health, and finalization/doctor agreement. The current description states that manual live E2E was not rerun, and the cited live runs target earlier heads or fail before candidate execution.

Resolution

## Outcome

Adds an explicit trusted `portable-hermes-finalization` E2E selector
that runs the existing Portable Hermes scenario on the reviewed x86-64
NVIDIA GPU runner with rootless Podman 5.7. The lane is opt-in and is
not added to default or release-required E2E.

## Reason

Issue #11892 needs pre-merge evidence for Portable Hermes finalization
on its supported GPU and Podman boundary. Existing trusted selectors
cover either the GPU runner with Podman 6.1 or Podman 5.7 on a CPU
runner, so PR #12244 cannot produce the required exact-head evidence
until this lane exists on `main`.

The npm advisory-feed repair landed in #12507 and is consumed by
exact-head merge commit `d3dd6fe63d66a991b5eea09b9ca4a6ecd4f70fb8`.

Prerequisite for #12244

## Changes

- Extend the shared native Podman setup action with fail-closed
`native-6.1` and `portable-5.7` toolchain contracts. Docker CLI
isolation remains the default; only the Portable Hermes compatibility
proof retains the client after the host Docker daemon and sockets are
disabled.
- Build the pinned Podman 5.7 binary from the verified upstream v5.7.0
commit with exact build-package versions from a signed immutable Ubuntu
snapshot, then combine it with the reviewed native helper artifact.
- Add the explicit-only Portable Hermes finalization job on the RTX PRO
6000 runner, with exact-candidate checkout, GPU authority evidence, host
Docker daemon isolation, a client bound to the rootless Podman socket,
bounded artifacts, and trap-guarded runner restoration.
- Install cleanup authority from trusted workflow bytes before candidate
checkout. Interrupted setup and the GPU build/test phase both restore
the persistent runner, and Docker restoration is attempted even if
Podman retirement fails.
- Protect the builder, selector, joined live-test invocation, upload,
planner, and cleanup contracts with E2E-support tests, including
execution-level interrupted-setup cleanup evidence, and document the
manual dispatch inputs.

## Verification

- `npx vitest run --project e2e-support
test/e2e/support/native-podman-setup-action.test.ts
test/e2e/support/shared-e2e-workflow-boundary.test.ts
test/e2e/support/e2e-host-dependency-workflow-boundary.test.ts
test/e2e/support/openshell-sdk-install.test.ts` — 294 tests passed on
`a46e2fd425c93560058cdb894c6e5d2021f9e3cb`; the exact-head focused rerun
of `native-podman-setup-action.test.ts` passed all 25 tests on
`579aba19b63d4087b4435844ebc54f017191131d`.
- `npm run test:changed` — the growth guardrail passed and 1,003 of
1,004 selected tests passed; the unrelated OpenShell SDK fixture
exceeded its 5-second timeout under the broad run, then passed all 6
tests in an isolated rerun.
- `npm run test:e2e-phases:check` — 101 semantic E2E phase plans passed
across 78 files.
- `npm run checks:repository` — all 18 selected repository checks
passed.
- `npm run validate:pr` — passed against the exact tree published as
GitHub-verified merge commit `d3dd6fe63d66a991b5eea09b9ca4a6ecd4f70fb8`,
including repository hooks, CLI and plugin builds, publication
validation, and TypeScript checks. The GitHub commit tree exactly
matches the locally validated merge tree.
- The exact pinned Ubuntu package set was resolved and installed
successfully from snapshot `20260911T000000Z`; every installed version
matched its reviewed pin.
- PR Review Advisor run 36785641292 completed all nine specialists
against `abc356ace7629b3e9db329222702df142a558a7f`. Its five P1 findings
reduced to three candidate-owned gaps: a missing shell continuation
reported by three specialists, disabled Docker CLI isolation, and
missing execution-level interrupted-setup cleanup evidence. All three
were repaired in `24e85defacb7025c42862131f92a6effc6e1e136`.
- PR Review Advisor run 36788149806 completed all nine specialists
against `24e85defacb7025c42862131f92a6effc6e1e136`. Its remaining
reduction P1 found that the now-always-true Docker-isolation input was
unused. Commit `5bd2a18d20f3d26e17bd27cc370ba2cf5dee938f` removes that
state and makes isolation unconditional;
`16995d1e43f43ec23491d1e1a473e678cca224c7` pins every workflow caller to
the reviewed action revision.
- PR Review Advisor run 36790589659 completed all nine specialists
against `16995d1e43f43ec23491d1e1a473e678cca224c7`. Its migration P1 was
invalid because pinned action commit
`5bd2a18d20f3d26e17bd27cc370ba2cf5dee938f` already contained the
Portable Podman contract. Its verification P1 was valid: unconditional
Docker client removal prevented the Portable Hermes compatibility
scenario from invoking the client against the rootless Podman socket.
Commits `22789bcaf835db7cf6390781c8d0f454f1e73dec`, `5398843c07`, and
`a46e2fd425` restore default client isolation, permit only this
compatibility proof to retain the client after host Docker is disabled,
pin all workflow callers to the repaired action, and protect the
boundary with tests. The three live-E2E recommendations remain the
accepted prerequisite bootstrap constraint described below.
- CodeRabbit completed review of
`a46e2fd425c93560058cdb894c6e5d2021f9e3cb` without an actionable
finding. Advisor run 36793462322 reported one verification P1: the
existing Podman-stop-failure fixture restored the Docker executable and
retained Podman recovery state, but did not explicitly prove Docker
service and socket restoration. Commit
`579aba19b63d4087b4435844ebc54f017191131d` makes that regression case
explicit and asserts both Docker units are unmasked and restarted before
the Podman cleanup failure is returned.
- PR Review Advisor run 36795332995 completed all nine specialists
against `579aba19b63d4087b4435844ebc54f017191131d`. Its migration P1 is
invalid: `git show
22789bc:.github/actions/setup-native-podman-e2e/action.yaml`
shows the immutable action revision defines `toolchain`,
`cleanup-fixture`, and `isolate-docker-cli`, includes the `portable-5.7`
contract, and consumes the cleanup fixture. The workflow invokes those
exact inputs at line 5432. The four live-E2E recommendations are the
accepted prerequisite bootstrap constraint described below.
- PR Review Advisor run 36803950902 completed all nine specialists
against `579aba19b63d4087b4435844ebc54f017191131d`. Its documentation P1
was valid: the Portable Hermes description omitted that rootlessport is
built from the pinned Podman source. Commit
`bdcc9fa1ac5307a88f21b0ea3014cd385a9baa02` names the Podman 5.7,
rootlessport, pasta, netavark, and aardvark-dns sources. Its migration
P1 was invalid: pinned restore action
`9650336899bf836db5844381a97cbc2b0fe4a2b8` already records a Podman
cleanup failure, restores both Docker units, and only then returns the
cleanup status. The five live-E2E recommendations remain the accepted
prerequisite bootstrap constraint. Advisor run 36808868344 then
completed all nine specialists against
`bdcc9fa1ac5307a88f21b0ea3014cd385a9baa02` with no code or documentation
findings; its six live-E2E recommendations are the same accepted
bootstrap constraint. Exact-head CodeRabbit completed without an
actionable finding. Advisor run 36870465673 initially repeated one false
migration P1: the claimed old restore implementation at
`9650336899bf836db5844381a97cbc2b0fe4a2b8` is byte-identical to the
exact-head action and already restores both Docker units before
returning a Podman cleanup failure. Unchanged-head Advisor rerun
36873964603 cleared that finding; all nine specialists report zero code
or documentation findings. Its three unresolved live-E2E recommendations
are the accepted prerequisite bootstrap constraint described below.
- `env NEMOCLAW_TEST_TIMEOUT=30000 npx vitest run --project e2e-support
test/e2e/support/openshell-sdk-install.test.ts
test/e2e/support/e2e-host-dependency-workflow-boundary.test.ts
test/e2e/support/shared-e2e-workflow-boundary.test.ts
test/e2e/support/native-podman-setup-action.test.ts` — all 294 affected
tests passed on the merged tree. Under the default 5-second local
budget, four assertions timed out on the loaded macOS host; they
produced no assertion failure and all completed successfully with the
diagnostic allowance.
- Exact-head `CI / Pull Request` run 36870282814 passed every applicable
job, including `reviewed-npm-audit`, OpenShell SDK packaging, the real
OpenClaw distribution harness, static checks, installer integration,
both builds, plugin tests, and all 12 CLI shards. Exact-head CodeQL and
security scans also passed.
- Ready-state E2E run 36876011035 failed only when the generic llama.cpp
lane’s OpenClaw agent turn returned `database is locked`; managed
installation, GPU offload, host and sandbox inference, and cleanup
passed. Focused trusted manual PR run 36880407570 then passed
`llama-cpp-generic-gpu` against unchanged candidate
`d3dd6fe63d66a991b5eea09b9ca4a6ecd4f70fb8`, base
`e138623a6added0c14303fe114278d4f5853d945`, and trusted workflow
`889f81e82ff860117cbcf9e785a748234838bd71`, classifying the first result
as an isolated transient runtime-state failure. Attempt 2 of required
run 36876011035 then passed the same exact-head GPU job, artifact
upload, workspace cleanup, and checkout cleanup.
- Diff review — no secrets, API keys, or credentials added.

## Review notes

This is the trusted-lane prerequisite, not the issue #11892 behavior
change. The new selector cannot be used as trusted workflow code until
this PR lands on `main`. After it lands, PR #12244 will remove its
candidate-only selector, consume this lane, and attach an exact-head
pre-merge run before becoming ready for review.

The native helper artifact has a guaranteed producer. Selecting
`portable-hermes-finalization` self-selects Podman 5.7 inside the
trusted matrix-planning step and enables `Stage immutable native Podman
E2E toolchains` even when the dispatch leaves the runtime input at its
default. The protected globally inherited pre-candidate workflow
environment remains unchanged. The trusted `generate-matrix` job
republishes `native-podman-e2e-toolchain-amd64` before candidate
checkout, and `portable-podman-toolchain` depends on `generate-matrix`
before downloading it. The workflow boundary pins that selection, action
content, and execution order. The similarly named
`native-runtime-qualification-podman-toolchain` is not this artifact
producer.

The Advisor live-E2E recommendation is a bootstrap constraint for this
prerequisite: the trusted workflow on `main` cannot select a job
introduced by the candidate. The intended post-merge evidence is an
exact-head `portable-hermes-finalization` run for PR #12244, not a
substitute selector.

Maintainer decision, 2026-09-29: accept post-merge live evidence for
this prerequisite only. PR #12244 still requires the new selector to
pass against its unchanged exact head before it becomes ready for
review.

## Summary by CodeRabbit

* **New Features**
* Added an explicitly selectable Portable Hermes E2E job for an NVIDIA
GPU runner using rootless Podman 5.7.
* E2E setup supports native Podman 6.1 and portable Podman 5.7
toolchains. Selecting the Portable Hermes job uses Podman 5.7 regardless
of gateway runtime inputs.
  * E2E setup can retain the Docker CLI when configured to do so.
* **Bug Fixes**
* Podman cleanup failures no longer prevent Docker restoration; failures
are reported afterward. Interrupted setup runs its configured cleanup,
preserving the setup failure status unless cleanup also fails.
* **Documentation**
* Updated E2E guidance with instructions for selecting the Portable
Hermes job and details about its runtime setup.

## Outcome

Revert #12550 and restore the previous native Podman E2E toolchain
staging path while the Portable Hermes CLI restore-action mismatch
remains unresolved. This intentionally returns trusted native Podman E2E
to its known pre-merge blocked state until the prerequisite workflow
repair is ready.

## Reason

Focused post-merge main E2E run 38473188463 confirmed that #12550's
immutable release retrieval, integrity verification, staging, and
cleanup work. The run then failed before target execution because the
Portable Hermes lane still pins an older CLI restore action that
requires the retired `snapshot-sanitizer-boundary.cjs` module. The
maintainer requested reverting #12550 until that prerequisite can be
merged safely.

## Changes

- Revert the four files changed by squash commit
`c3941bab1fdd0c565550731103fdd051cf54001a`.
- Restore the prior staging-action pin, workflow-boundary policy, and
matching regression expectations.
- Leave the separate Portable Hermes restore-action mismatch unchanged
for a coordinated follow-up.

## Verification

- `node node_modules/vitest/vitest.mjs run --project e2e-support
test/e2e/support/shared-e2e-workflow-boundary.test.ts
--testTimeout=30000` - 250 tests passed.
- `npm run checks:repository` - all 18 selected repository checks
passed.
- `npm run validate:pr` - publication validation and applicable
pre-commit and pre-push checks passed, including CLI TypeScript
validation.
- `git diff --exit-code c3941ba^ HEAD`
- the resulting tree exactly matches the parent of #12550's squash
commit.
- Diff review - exactly the four #12550 files are reverted; no secrets,
API keys, or credentials are present.

## Review notes

Sensitive paths are
`.github/actions/stage-native-podman-e2e-toolchains/action.yaml`,
`.github/workflows/e2e.yaml`, and
`tools/e2e/workflow-boundary-policy.mts`. This revert deliberately
restores the expired source-run artifact path, so trusted native Podman
E2E remains unavailable until the follow-up repair is ready. It does not
address or invalidate #12244's candidate changes.

## Summary by CodeRabbit

* **Workflow Improvements**
* End-to-end test workflows now stage native Podman toolchains from
verified artifacts produced by a fixed source run, rather than from
release assets.
* Toolchain artifacts are checked for identity, expiration, digest, and
source-run provenance before they are downloaded and published.
* The workflow stages both amd64 and arm64 toolchains before candidate
checkout and workspace preparation.

## Outcome

Restore durable native Podman toolchain staging and make Portable Hermes
restore the current exact-commit CLI artifact. Trusted Portable Hermes
E2E can now cross both prerequisite boundaries without depending on
expired source-run artifacts or a stale restore-action contract.

## Reason

PR #12550 fixed the expired native Podman toolchain artifacts, but its
focused post-merge run exposed a separate stale Portable Hermes
restore-action pin. Run 38473188463 verified the #12550 staging path
through immutable asset retrieval, integrity checks, publication, and
cleanup, then stopped because the old restore action still required
`snapshot-sanitizer-boundary.cjs`, which had already been removed from
the current CLI artifact contract.

## Changes

- Reapply #12550's immutable native Podman toolchain staging action and
reviewed workflow pin.
- Bind the staging action to release `400756116` and exact AMD64 and
ARM64 asset identities, sizes, and SHA-256 digests while preserving the
pre-candidate trust boundary and downstream artifact contract.
- Update Portable Hermes finalization to use
`restore-e2e-cli-artifact@b1494a0`,
which matches the current artifact producer contract.
- Add a central workflow-boundary check that requires Portable Hermes to
use the reviewed exact-commit CLI restore action and the planner's exact
provenance output, with stale-pin, missing-step, and replaced-provenance
regressions.

## Verification

- `npx vitest run --project e2e-support
test/e2e/support/shared-e2e-workflow-boundary.test.ts` - 253 tests
passed.
- `npm run checks:repository` - all 18 repository checks passed.
- `npm --prefix nemoclaw run build` - passed.
- `npm run build:cli` - passed.
- `NODE_OPTIONS=--max-old-space-size=8192 npm run typecheck:cli` -
passed.
- Normal pre-push publication validation passed on exact head
`80b8467557d3120f6f7981a4f039dd7517af554c`, including CLI TypeScript
validation.
- `NODE_OPTIONS=--max-old-space-size=8192 NEMOCLAW_TEST_TIMEOUT=60000
npm run check` - environmentally inconclusive on this macOS host. The
broad suite reached unrelated failures caused by BSD `tar` and `stat`
incompatibilities, missing Python `yaml`, SQLite warning output, and
host resource timeouts. The failures do not exercise the five changed
files, and the unchanged command was not rerun.
- `git diff --check origin/main...HEAD` - passed.
- Diff review - seven intended files differ from canonical `main`; no
secrets, API keys, or credentials are present.

## Review notes

Sensitive paths are
`.github/actions/stage-native-podman-e2e-toolchains/action.yaml`,
`.github/workflows/e2e.yaml`, and the central E2E workflow-boundary
policy and validators. Publication is based on canonical base
`8a5718dd14a2c2e440011488b1f3a32e9414cf82` and exact candidate
`80b8467557d3120f6f7981a4f039dd7517af554c`. Dependency and hook inputs
match the base. Resolved tools were Node `/opt/homebrew/bin/node`
`v22.23.2`, npm `/opt/homebrew/bin/npm` `10.9.8`, and the locked local
`tsx` entrypoint. `package-lock.json` SHA-256 is
`543ad34dbdd4b0bc5f273bdfb5942699c059ef411937d8de4bb8db8eed16179f`.

The workflow-boundary validator is intentionally part of this change
because the fix protects the Portable Hermes CLI restore pin. Advisor
run `38501415253` found two valid P1 gaps on the original head:
duplicated restore-step ownership and failure to require the Portable
Hermes restore step. Head `d3c9d80596a8a00ee6dd162a012fd495f65bb283`
resolved both. Advisor run `38505089891` then found that the all-job
restore scan duplicated job-specific validators; head
`57b0dac4e7cc32ffdc603d13dbf2e10dbda991eb` removed that second
authority. Advisor run `38508455355` found that Portable Hermes could
replace the planner's `provenance-json` input while retaining the
reviewed action pin; head `01ddea91c9a1c1cf78337cc5a4e94f90ddd108e6`
bound that input exactly and added the missing mutation regression.
Advisor run `38512409947` then found that the canonical CLI restore-step
constant was routed through the unrelated workspace-bootstrap validator.
Exact head `80b8467557d3120f6f7981a4f039dd7517af554c` removes that
re-export and keeps the Portable Hermes restore validator with the
existing artifact-action provenance owner, which already imports the
canonical CLI artifact contract. This preserves the repository fan-out
budget while eliminating the unrelated ownership route. Fresh exact-head
CI, automated review, Advisor selection, and required trusted E2E remain
pending. This PR does not change #12244.

## Portable Hermes pre-merge exception and follow-through

Rebecca renewed this narrowly scoped exception for exact commit

The prior exception for `0ca871ec8140c7ffaa4afa25b4e783155e87fbea` is
historical and does not apply to this commit.

`portable-hermes-finalization` execution for exact commit
`010d972ddb182ba3de0641b5f62e7f060453fa77`. It does not mark that lane
passed, waive any other check or automated review, supply human
approval, apply to a changed commit, or authorize protection bypasses.

### Merge gates

1. The deterministic-floor run must pass with exact-commit assertions
and cleanup verified.
2. Merge only if exact commit `010d972ddb182ba3de0641b5f62e7f060453fa77`
remains GitHub Verified and mergeable; every applicable check and
automated review is terminal and clear; the Advisor has no P0/P1
blocker; and an eligible human approval exists on this exact commit.
3. Do not synchronize solely because main advances. Any candidate-commit
change invalidates this exception and all exact-commit evidence.
Classify every new failure before repair, rerun, synchronization, or
revert.

### Required post-merge verification

1. Verify canonical main contains the replacement staging action and
workflow pins, the Portable Hermes restore action, exact provenance
binding, and boundary regressions from this PR.
2. From that exact canonical-main SHA, dispatch exactly one focused
trusted-main E2E with `jobs=portable-hermes-finalization`, a fresh
correlation ID, and an immutable dispatch receipt. Do not overlap or
duplicate it.
3. Verify the evidence chain binds the tested main SHA and workflow SHA,
restored exact-commit CLI artifact provenance, staged AMD64 and ARM64
toolchain asset identities and digests, finalization assertions, and
registered cleanup.
4. If staging, CLI restore, finalization assertions, or cleanup fail,
classify the failure and stop. Do not resume #12244. Correct or revert
this repair as the evidence requires. Do not use a broad rerun instead
of diagnosis.
5. Only after the focused post-merge run passes, record its receipt and
result on this PR. Then resume #12244 at its then-current exact commit,
collect a fresh Advisor plan, and continue without duplicating completed
fixes.

Live E2E disposition

The required portable-hermes-finalization lane has been unable to provide candidate evidence because of inherited trusted-runner failures. The current managed-registry OS-thread failure is isolated and tracked in #13482; canonical-main run https://github.com/NVIDIA/NemoClaw/actions/runs/39256621467 failed before Hermes behavior with bounded evidence and complete cleanup.

Maintainer decision: this upstream failure is not a blocker for resuming this PR. Do not repair #13482 here and do not rerun the failed workflow unchanged.

Exception boundary: only the unavailable live observation is waived while the upstream failure remains. The PR is still WIP because it currently conflicts with main; it must be synchronized, revalidated on the resulting exact head, clear required CI and automated review, resolve actionable review threads, remain mergeable, and receive eligible independent human approval before merge.

Restore the network-inspection shape assertions.

The live boundary comment states that this path proves the emitted full-ID form. The current test no longer checks the network ID format, network-interface format, subnet-array shape, single-subnet cardinality, or subnet value type. Updating only the comment would not restore this lost coverage.

Advisor exact-head disposition for 39c9bfab4933723f4be77aba63705557c1b4d5a7: the reduction specialist’s P1 is a false positive. It recommends moving the 108-line portable-profile-rootless-finalization-helpers.ts module into its sole consumer, but portable-profile-rootless-linux.test.ts is already 1,489 lines and ci/test-file-size-budget.json enforces a 1,500-line default. Inlining would produce 1,597 lines and fail the repository source-shape budget. The split is therefore the smallest compliant ownership boundary; the finalization assertions remain in the live test. The specialist recommended no additional E2E selector.

CodeRabbit is paused at 647429fb; please review the current exact head.

Reviewed commit 39c9bfab4933723f4be77aba63705557c1b4d5a7; found one P2 issue, detailed inline.

Validation: 293 existing focused tests passed, with the transfer suite rerun using a canonical macOS temporary path after its initial /var symlink failure. A separate focused reproduction confirmed the authority-failure misclassification. Live E2E was not rerun.

Re-reviewed commit 63d12e174c2842c877c122ef59b5c6836d63acd3. No new actionable findings.

The previous P2 is fixed: an incorrect or missing registry OpenShell version now raises the shared typed authority error, and both onboarding finalization and doctor preserve that classification and show preserve-records-and-stop guidance. I also checked lifecycle locking, the explicit environment path, and the existing generic recovery paths for other agents.

Validation: all 199 tests passed across six focused CLI test files covering lifecycle authority, finalization dependencies and composition, finalization/post-verify handlers, and doctor. The real lifecycle fixture covers both an incorrect and a missing registry version and verifies that startup/Podman mutation is not invoked.

This is a follow-up self-review of the repair, not independent approval. At this check, CI still has pending jobs and no failed checks; CodeRabbit reports success, but no new Advisor review for this commit is available. The 11 broader local test failures previously documented in the PR also reproduce on the parent commit.

Approved following the re-review of commit 63d12e1. The previous P2 is fixed, no new actionable findings were identified, and all 199 focused tests passed. I contributed the latest repair. CI still has pending checks; this approval does not assert that those checks have passed.

Advisor exact-head disposition for 53c5d3627f26fba0f6b7dacd17241c52b842a933: findings F-documentation-standard-work-9420883bed20b035413b and F-reduction-simplification-98f107996e216a553c33 are false positives.

The host command declares ID sandbox:gateway:restart in src/commands/sandbox/gateway/restart.ts. Before that leaf command runs, the shared NemoClawCommand.init path calls assertHermesPortableCommandSupported for every sandbox:* command. The Portable Hermes allowlist in src/lib/onboard/experimental/portable-agent-lifecycle.ts does not include sandbox:gateway:restart, so a Portable Hermes receipt causes the host wrapper to reject it. The internal native hermes gateway restart operation is a separate sandbox-side command and does not make the documented host wrapper available.

The documentation is therefore accurate and the candidate remains unchanged. Independent review confirmed this shared-guard path. All nine exact-head Advisor E2E plans recommend no additional selector; the deterministic portable-hermes-finalization floor remains covered by the recorded #13482 bounded exception.

Exact-head qualification classification for 53c5d36:

  • run 39334555507, attempt 1 job 118356430480 passed exact-source validation, managed llama.cpp installation, full GPU offload, and authenticated host/sandbox inference.
  • Explicit device approval and the post-approval cron add succeeded. The bound cron run with wait then terminated with exit 29 and the retained fixed diagnostics cron-run-error and tool:error,agent-run:error, with reason and signature unavailable. Registered cleanup passed.
  • The failing GPU test and admin-approval boundary are unchanged by this PR. This matches the still-open, unattributed terminal-cron failure class tracked in #13342, including failures observed after the completion barrier merged in #13355.
  • This is not the managed-registry thread-creation failure covered by E2E: Portable Hermes registry cannot create a second OS thread on the GPU runner #13482, so that exception does not apply.

Rebecca authorized one helpful job-scoped rerun after classification. Attempt 2 job 118365210988 passed on the unchanged exact head, including the live GPU test, artifact upload, and runner cleanup. No broader or additional rerun was dispatched. The pass supplies exact-head qualification evidence but does not establish the cause of attempt 1.

Post-merge verification for signed squash merge c9f8aef is complete. Exact-head qualification before merge remained 68 passed and 14 skipped, with CodeRabbit clear, the Advisor findings disposition recorded, and the authorized generic NVIDIA GPU rerun passing. After merge, rootless-linux, Ubuntu 26.04, macOS live-E2E setup, and WSL shards 3/4 and 4/4 passed. Rootless portable-launch failed in unrelated OpenClaw portable onboarding when OpenShell did not confirm a policy update; cleanup passed and the changed Hermes path was not exercised. Platform compatibility failures were confined to WSL reviewed-model signal cleanup and Pi native onboarding tests plus macOS path, symlink, release-record, Python-timeout, Spark artifact, and managed-recovery contracts; macOS shard 3/4 was cancelled. Main/manual E2E completed 76 passed and 17 skipped, with eight direct failures outside Portable Hermes finalization. Main CI and security were superseded after their ordinary completed jobs passed. No unchanged workflow was rerun. The existing #13482 exception remains limited to the unavailable Portable Hermes managed-registry thread-creation lane. Docs catch-up rejected the new public Portable and --experimental-profile guidance because docs/.docs-skip still prohibits that surface; resolving that product and documentation scope requires maintainer direction.
