Municipal deliveries now use full-width tables with source/status search and filters across the complete delivery. Reviewers can open records directly, compare source and derived geometry on the map, toggle layers, and navigate between records without closing the dialog.
The overview separates deliveries from connected sources, moves uploads into a dialog, and includes the municipality in delivery breadcrumbs. Publication decisions open from the page header. Source activation no longer requires a reuse attestation; per-delivery approval and explicit geometry review remain enforced.
Validation: 42 import tests pass (320 assertions); lint, TypeScript and production build pass. Verified the overview, row navigation, geometry toggles, source tabs and review dialogs on desktop and mobile. No new dependencies or migrations.
Related to #1216 and #1217. Operational R2 acceptance remains separate.
