What?

• Combines dependabot dependency upgrades for this repository
• Addresses any issues with the dependency upgrades
• Built on top of Branch chore: better linting #642 which already addresses some of the dependencies

Addresses:

• chore(deps): bump the python-dependencies group with 9 updates #640
• chore(deps): bump h2 from 4.4.0 to 4.4.1 in /stac_api/runtime #633
• chore(deps): bump cryptography from 49.0.0 to 50.0.0 in /common/auth #631
• ci(deps): bump the github-actions group across 1 directory with 7 updates #629
• chore(deps): bump urllib3 from 1.26.20 to 2.7.0 in /ingest_api/runtime #628
• chore(deps): bump starlette from 1.0.1 to 1.3.1 in /stac_api/runtime #627

Purposefully does not address pypgstac bump from 0.8.5 to 0.9.11

Why?

• Upgrading dependency versions for security and being overall up to date

Testing?

• Passes GitHub actions
